There are two main groups of Transformers; the Autobots and the Decepticons. One of these groups is considered to be good and the other bad. The Transformers Devastator was on the Decepticons side and was actually a combination of six separate robots. The Devastator was able to be created by the Constructicons combining their minds and bodies into one being. Devastator, in the animated series, got his power from Megatron. In the comic book version, Devastator got his power from Optimus Prime's head when he was imprisoned by the Decepticons. Supposedly the Autobots weren't aware that the Constructicons had the ability to combine and form Devastator.
According to the comic, everyone was unaware of the powers the Constructicons had to form Devastator, until the Autobots triggered it. There was a radio dish being built by the Constructicon crew and the Autobots tried to keep it from happening. When this occurred, the construction robots came together and formed Devastator. The Autobots thought that this was a great idea and decided to come up with their own version.
They came up with a group of five smaller robots called Aerialbots, who could combine to form Superion. The Transformers Devastator consisted of more components than the Autobots creation, by one robot. The main difference between the Decepticons creation and the Autobots was that Superion was determined not only to destroy the Decepticons, but to also protect others.
